The Aircraft & Systems Testing Establishment (ASTE) is a unit of the Indian Air Force (IAF) that evaluates aircraft and systems for induction into user organisations. While many countries have testing facilities of one kind or the other, training of flight test personnel is not often imparted in them. The Indian Coast Guard Academy (ICGA) is a training establishment for Indian Coast Guard (ICG) personnel, which is currently under construction in Azhikkal, Kerala. Indian Coast Guard personnel were historically trained at the Indian Naval Academy (INA). Following the 2008 Mumbai attacks, the Indian government initiated a program to triple the ICG force, assets and infrastructure. Both the Navy and the government recognized that the increased intake of ICG cadets would further tax the already-stretched INA facilities. This provided an added impetus for the Union Council of Ministers to approve the establishment of the ICGA in 2009.

The academy was consolidated with the Officers training school, at INS Mandovi in Goa in 1976. But with the growing use of INS Mandovi as an operational naval base, as well as the existing Provost and Physical Training school at the location, the Naval Academy operated under considerable space constraints. In addition, providing basic training for Coast Guard officers at the academy further stretched the facilities. The establishment derives its name from the SATAVAHANA dynasty that once ruled the eastern coast of peninsular India (184 BC to 300 AD). The name of first Ruler of the dynasty was Srimukha Satavahana.  During the reign of Saarni, the third Satavahana King, the Indian sails ventured off the far eastern Islands of Katah (Kadeh of Malaysia), Karapura (Campher Islands), Suvarna (Sumatra) and other Islands of Indonesians Archipelago where they established flourishing colonies.  The crest of the establishment contains the motif taken from an old Satavahana Coin. Shipwright School (SWS) was established at INS Shivaji in 1941 for training shipwright artificers of Indian Navy. The School was subsequently shifted to Naval Barracks, Mumbai (now INS Angre) in 1943 due proximity to Naval Dockyard. With passage of time and the increased induction of naval platforms, need was felt to have a dedicated training establishment with independent facilities for training of shipwright apprentices. The Unit was shifted to the present premises at Visakhapatnam in 1981 view availability of sufficient land and proximity to Naval Dockyard and Hindustan Shipyard Limited. The Constructors Training Office, which was earlier part of Naval Dockyard, Visakhapatnam was also shifted to Shipwright School in 1986.
